Delay of game penalty too severe

The NHL's delay of game penalty for shooting the puck over the glass should be reassessed.

I don't believe a team should be penalized and we have seen the negative results that can come when the are.

Team Canada lost in last years World Cup final against Russia after Rick Nash took a penalty for delay of game.

I think teams should have some sort of punishment for shooting it over the glass when in thier own zone, but it should just be treated as an icing call.

The teams can't change, plus the faceoff is in thier own zone.

This still hurts teams for the delay of game, without the harsh penalty.
