Lack of scoring not an issue; lack of chances is

All the talk about increasing goal scoring is pointless. Excitment at NHL games is measured by scoring chances and the flow of the game.

With this in mind the NHL should try to increase these three things to add excitement.

Some ideas include: penalizing a defender for freezing the puck along the boards; penalizing a goalie for freezing a puck without pressure from the attacking team; and eliminating icings when a defending team has the opportunity to play the puck and start a break out.

These three things will limit whistles and increase flow.
