As a fan of old-time hockey, even I am getting rather annoyed with all the scrums and wrestling matches at the end of playoff games.
This concept of sending a message is just getting ridiculous.
My suggestion is if a team is assessed a major penalty in the last five minutes of a game, have the remainder of the time penalty carry over to the next game. This would penalize them for the full five minutes.
It may not clean up everything, but it couldn't hurt.
