Remove the instigator penalty

If there is one penalty that needs to be knocked out of the league, it's instigating.

Since when is it wrong to be the first one who decides to drop the gloves?

I think it's a pretty low move for, say, Sean Avery to cheap shot Daniel Alfredsson when Avery knows that if Chris Neil comes after him, he'd be out for a five, a ten and an extra two.

Avery helps his team get a power play and maybe a goal, all because of a penalty that didn't allow Neil to stand up for his captain.
