

The Russian Ice Hockey Federation has claimed on its website that ice hockey’s world governing body has levied a fine of approximately $1,100,000 U.S. for its handling of the Ivan Fedotov transfer dispute.
“On the 6th of May 2024, the Disciplinary Committee of the International Ice Hockey Federation (IIHF) announced the decision to impose a fine of one million Swiss francs on the Russian Ice Hockey Federation (RIHF) as a result of goalkeeper Ivan Fedotov playing in the 2023/2024 Kontinental Hockey League (KHL) season for CSKA Moscow,” the announcement begins.
“The IIHF Disciplinary Committee decided that Fedotov's appearances for CSKA in the 2023/2024 campaign were in violation of the IIHF's rules concerning international transfers.
“The RIHF will challenge the decision in accordance with the established procedure.”
In May 2022, Fedotov signed a one-year entry-level contract with the Philadelphia Flyers. However, in July of that year, he was arrested for allegedly avoiding military service. That same month, he signed a two-year contract with CSKA Moscow of the KHL.
In August 2023, the IIHF announced sanctions against CSKA and Fedotov for breach of transfer regulations, which were apparently ignored and additional sanctions were imposed on the RIHF for its refusal to uphold them. In December of that year, those sanctions were upheld by an independent IIHF appeal board.
“We welcome the decision of the independent IIHF Disciplinary Board, which supports the IIHF’s firm belief that all professional player contracts must be respected,” said IIHF President Luc Tardif in an article dated December 16, 2023, the most recent published announcement the sport’s world governing body has made on the matter.
Fedotov’s contract with CSKA was terminated in March 2024 and he immediately joined the Flyers, appearing in three NHL games at the end of the 2023-24 season.
