Icing at the blueline

It’s not terribly exciting or revolutionary, but in yet another attempt to 'fix' this great game of ours I have an idea to improve the least exciting play in hockey: icing.

What I'm thinking is they should move the icing line from center to the blueline. What this would do is give players an extra 25 feet in the neutral zone to decide when they want to dump the puck in.

Players would still have to make good hockey plays in their own zone to get the puck out, which is what the icing rule is meant to penalize, but this would eliminate several stoppages per game from errant passes and allow for a little more open play in the neutral zone.
