Regulation time for every game is 60 minutes - one hour. And teams certainly do enough rushing around; practice even includes "line rushes."
The commuter connotations of "Rush Hour" also apply: bumper-to-bumper traffic, congestion as everyone tries to get to the same place at the same time.
