Why is nhl so anti candian exspantion

Why is the nhl  against expansion in  Canada the teams in Canada roughly make up 25 percent of nhl revenue  with only 7 of 32 team .greater gta has a better financial out look for any of nhl expansion team. This just an opinion  I would like to hear what your opinion is.
