He will play the remainder of this season on an Amateur Tryout contract (ATO).
McGowan posted 36 points (14G, 22A) in Kingston in 62 OHL games. His 14 goals were ranked eighth amongst the league's defensemen.
The 20-year-old was also a finalist for the Leo Lalonde Memorial Trophy for best overage player of the year.
