A successful appeal has overturned the blanket suspension on Russian teams, forcing officials to evaluate security risks on a tournament-by-tournament basis rather than enforcing a season-long exclusion.

The International Ice Hockey Federation has changed how it will handle Russia’s status for the 2026-27 international calendar.

Following a successful appeal by the Russian Ice Hockey Federation, the IIHF Disciplinary Board has overturned the blanket ban issued by the IIHF Council in January. Russia will now be evaluated on an event-by-event basis instead of being excluded for the full season.

It’s the first real shift in Russia’s international position since the country was removed from IIHF competition following its invasion of Ukraine in 2022.

The Disciplinary Board said the original risk assessment reports didn’t provide enough specific justification to keep a full season-long suspension in place on safety and security grounds. The issue has been sent back to the IIHF Council, which will now review operational and sporting plans for individual tournaments before making decisions.

This comes just one day after the IIHF reinstated Belarus for several events next season. The key detail here is that this is not an automatic return for Russia.

The IIHF and the Russian Ministry of Sport have both made that clear. Instead of a full reinstatement or continued ban, each tournament will be considered separately, including events like the World Junior Championship in December and the 2027 World Championship.
