What would the European penalty rule changes mean in the NHL? This week the Champions Hockey League announced they will be testing three new rules regarding penalties in the 2023-24 season. The changes are: 1. A team that causes a minor penalty will remain shorthanded even if the opposing team scores a goal. 2. A minor penalty will be served even if a goal is scored while a delayed penalty is pending. 3. If the shorthanded team scores, the minor penalty against will end.
