    The European league is testing three new rules with regards to penalties. What would these changes look like in the NHL?

    This week the Champions Hockey League announced they will be testing three new rules regarding penalties in the 2023-24 season. The changes are:

    1. A team that causes a minor penalty will remain shorthanded even if the opposing team scores a goal.

    2. A minor penalty will be served even if a goal is scored while a delayed penalty is pending.

    3. If the shorthanded team scores, the minor penalty against will end.
