Naming Trocheck as captain would set a precedent that the management group actually does believe in this core despite reports stating the contrary. It would also help calm all of the outside noise down, shifting the focus from their struggles and trade drama. No better player is more worthy to represent the Rangers as captain than Trocheck is, so the Rangers should act quickly.
