The St. Louis Blues made a dull August morning one that raised some eyebrows when they announced they have tendered offer sheets to Edmonton Oilers defenseman Philip Broberg and forward Dylan Holloway.

As per section 10.3 of the NHL collective bargaining agreement, the Oilers have seven days to exercise their right of first refusal on each of the players to match each offer sheet.

In order to satisfy the required compensation for the offer sheets should Edmonton choose to decline their right of first refusal, the Blues have re-acquired the second-round pick in 2025 sent to the Pittsburgh Penguins that also sent Kevin Hayes to the Penguins and acquired Pittsburgh’s fifth-round pick in 2026 for the Blues’ second-round pick in 2026 and Ottawa’s 2025 third-round selection, which the Blues acquired from the Senators for Mathieu Joseph.

The offer to Broberg is a two-year, $4,580,917 average annual value contract, the maximum offer that would require a second-round draft pick as compensation. Holloway has been offered a two-year contract at $2,290,457 AAV, the maximum offer that would require a third-round draft pick as compensation.

Broberg, 23, has played 81 regular-season games for the Oilers and 20 playoff games over the last three seasons with two goals and 11 assists' he was chosen with eighth pick in the 2019 NHL Draft.

Holloway, 22, has played in 89 games and 26 playoff games for the Oilers since entering the league in 2022-23 when he was selected with the 14th pick in the 2020 NHL Draft; he had nine goals and nine assists in two seasons.

The offer sheets are the first since Aug. 28, 2021 when the Carolina Hurricanes tendered an offer sheet to Jesperi Kotkaniemi of the Montreal Canadiens, which was not matched. The Canadiens received first- and third-round picks in 2022 from the Hurricanes.
