Does Igor deserve 14% of total cap?

Igor Shesterkin will need a new contract after the 2024-2025 season. According to sources, his agent is looking for 14% of the total cap which would equate to $12.9M per/yr. If you were the GM of the New York Rangers, how would you approach this request? Keep in mind: the cap is on track to rise by $5M every season and potentially more after the CBA.
